What is Fluency?
Fluency is the ability to read or speak smoothly, accurately, and with appropriate expression. In reading it involves reading with accuracy (correctly identifying words), speed (at a conversational rate), and prosody (expression and intonation).
What is reading comprehension?
Reading comprehension is the ability to understand the meaning of written text by processing words, sentences, and ideas, and integrating them with prior knowledge.
First, children learn to listen. Then, they learn to speak. Children learn to read and write once they have experience with the first two domains. Once they learn to decode (read) and encode (write), the next step is to do it with fluency to understand what they are reading.
